To Whom It May Concern:

This firm represents Smart Technology Systems, LLC ("Smart") in connection with the development of a waste to energy facility that Smart is seeking to permit and construct in Plainfield, Connecticut. As part of the permitting process, Smart has developed a Preliminary Draft Materials Separation Plan ("Draft Plan") for the facility. A copy of the Draft Plan is enclosed with this letter.

It is Smart's intention to collect comments on the Draft Plan pursuant to the requirements of 40 CFR 60.57b(a). Specifically, Smart is requests that you keep a copy of the Draft Plan in the library in accordance with 40 CFR 60.57b(a)(1) so that the public may review the Draft Plan. A copy of the Draft Plan is also available on the Project's website under the section entitled "News, Permits and Public Comments," which can be found at the following website address: https://us.planengage.com/smartmswprocessing/page/News.

Smart is seeking public comment on the Draft Plan. To solicit comments from the public, Smart will be conducting a public meeting via Zoom to present the Draft Plan to the public and to solicit comments regarding the Draft Plan. That meeting is scheduled to be held at 7:00 p.m. on April 9, 2026 via Zoom. The link for that Zoom is: https://pullcom.zoom.us/s/83057839771. Interested individuals may provide public comment on the Draft Plan by attending that Zoom meeting, or if they prefer, by going to https://us.planengage.com/smartmswprocessing/page/News and clicking the "Public Comments" button in the lower right corner of the screen.

Smart will also be posting a notice regarding the Draft Plan and the public meeting in the local newspapers and would expect that the Town of Plainfield will also advertise the Draft Plan and public meeting to the Town's residents. Smart will be receiving public comments on the Draft Plan from March 5th through April 9th of 2026.
